The Centre for Civil Society seeks to disseminate its views, findings and suggestions on public policy through its publications. Every year, CCS brings out a number of books, and studies, on a wide range of policy issues including governance, education, livelihoods, regulation, individual rights, the rule of law, globalization and the environment.

ViewPoint 11: Fuel and Fertilizer Subsidies: Instituting Direct Cash Transfers

Instead of compensating fuel and fertilizer manufacturers for supplying liquefied petroleum gas (LPG), kerosene and fertilizers at below market rates, in 2011, the government announced a direct transfer of subsidies to below poverty line (BPL) housholds. This paper recommends design solutions for direct transfers keeping in mind the impact of such a policy on fuel and fertilizer industries and suggests avenues to ensure easy transition.
